John Doty
I began my career with Western States right out of college in the spring of 2005. My very first exposure to right of way was working on a large scale urban renewal project that required over 40 acquisitions and more than 30 commercial and residential relocations. I learned a lot about the industry in that first year and enjoyed being a part of important projects that benefit the community but what really got me hooked was the connection made with landowners and displacees. Being able to help people through a process that most know nothing about has been very rewarding.
Having worked with many different clients on a wide variety of projects over the years I have learned that it’s very important to develop proven strategies and processes while maintaining flexibility. My professional goal is to combine my knowledge, experience and passion for right of way to continue providing the highest level of service to our clients for as long as I can. I also make it a point to dedicate more than just my spare time to my family. My wife Jessica and my daughter Avery are my top priority and we take every opportunity we can to create memories together. When we aren’t involved in sports or fishing at the local lake you can usually find us exploring a mountain town. |
Mitch Hauff
Mitch Hauff joined Western States Land Services in 2014 while finishing his senior year at Colorado State University. Mitch was able to obtain a Bachelor of Science in Business Administration with coursework in Corporate and Investment Finance and an Economics Minor. Mitch was added to CDOT’s pre-qualified acquisition professionals list in 2016. Mitch has completed over 100 projects anywhere from roadway expansion and trail projects to utililty projects such as natural gas and electric distribution and transmission. Mitch has also completed several commercial relocation projects across the front range. Mitch is passionate about helping clients and landowners through the right of way process and finding innovative solutions. Mitch’s strength is being extremely responsive and believes communication is key in having a successful project. When Mitch is not working he enjoys being outdoors with his wife Brittany, daughter Bristol, and son Cameron.

Phil Mazur
Western States Land Services was founded by Phil Mazur in 1981. Phil began his career with a regional engineering firm, helping out with their survey department. He was first introduced to right of way while working on transportation and utility projects in Wyoming and Colorado and soon realized there was a demand for more focused professional right of way and relocation services. At the time there weren’t any locally based firms providing such services in Colorado so he formed Western States and began reaching out to local public agencies, utility companies and CDOT as a consultant to assist on a project specific basis. He soon found that his ability to bridge the gap between engineers, agencies and land owners was very valuable to his growing list of clients. What started out as a one man show has evolved over the years to operating out of multiple offices along the Front Range.

Kerri Allison
Kerri Allison is a Land Acquisition Agent for Western States Land Services, LLC. She has over 6 years’ experience as an agent. Prior to becoming an agent Kerri spent 17 years in the title industry as a Real Estate Title Examiner and currently holds a title license in the state of Colorado. Kerri thrives on new challenges both professionally and personally. She aspires to build positive relationships to enable her clients’ successful growth. Kerri’s reliability and desire leads to positive optimism that makes every project successful. Kerri successfully completed projects such as;

Val Kindgren
Val Kindgren joined Western States in 1992 and has been acquiring right of way for important projects throughout the state of Colorado ever since. As a Boulder resident, she manages most of our work throughout Boulder County and surrounding areas. Val has a zest for life and spends much of her free time traveling the world or participating in outdoor activities. She brings that same excitement and energy from her personal life to her clients and their projects.

MacKenzie Parry
As a third generation right of way agent, MacKenzie grew up learning about projects ranging from transportation to restoration in her Washington State hometown. Her grandfather taught her that the only non-negotiable in this business is to treat property owners with kindness and respect.
In 2015, she moved to San Luis Obispo, California to get a degree in Developmental Psychology from Cal Poly. Her studies set the stage for her right of way career by building a foundation of compassionate communication, persistence, and relationship building. After school, MacKenzie moved to Fort Collins and fell in love with the vibrant community and endless sunshine. As an agent, she prides herself on being empathetic and responsive to property owners’ concerns and working tirelessly to exceed the expectations of her clients. In her free time, you’ll find MacKenzie mountain biking or cross county skiing with her dog, reading, or making big meals to share with friends. |
Nancy Ragland
Consulting Land Agent – 2015 to present
I have always chosen to work in fields where real estate transactions were the center of my professions. From being a residential loan processor, or working for a title company, to working for a County Government administering affordable housing programs. I have always found real estate very interesting. My goal is to treat each property owner I work with, like I would want to be treated when approached and asked to sell a portion of their property for a capital improvement project. Sometimes it just takes listening to them, understanding their concerns, objections and answering their questions with honesty and integrity and the facts. If I don’t have the answer I will make sure to get the answer for them. One of my biggest achievements to date was acquiring nineteen permanent and temporary construction easements for a water distribution pipeline near Sedalia, CO. I was an integral part of the right of entry permission process to acquiring the necessary easements for the construction of that water transmission pipeline. Another achievement I am proud of was the relocation of a tenant on a very important transportation project. Federal Relocation guidelines, procedures and forms were used and implemented. The happy ending, that single mother of two daughters was able to purchase a new home of their own near her family. She told me she never dreamed in her lifetime she would be a homeowner. Her dream came true. My happy place is being outdoors, hiking the beautiful mountains of Colorado and exploring the many special places this state has to offer. |
Justin Mazur
I'm a life-long resident of Colorado. Much of my family still lives here. I grew up on a ranch in southwest Loveland and became familiar with the many beautiful sights, sounds and wildlife of this state. I also went to school here at CSU and graduated in 2013 with a Bachelor's degree in Natural Resources Management and also attended grad school in Denver. I've worked as an acquisition agent for Western States for over 6 years which has included cartographic and GIS services for the company. Outside of work I enjoy jogging, traveling and fishing.

Tyler Vaughan
Tyler Vaughan joined the Western States team in Spring 2023 as an additional career to his residential brokerage business with eXp Realty. Tyler prides himself on developing successful working relationships with property owners and clients alike, through timely communication and creative problem solving. Tyler's real estate brokerage experience helps him excel in building rapport with property owners to achieve the particular goals of any project.
Additionally, Tyler serves as a team leader in the U.S. Army Reserves with the 409th Vertical Construction Company, as a heavy equipment operator. His service includes a three year homeland defense, urban search and rescue mission. In his free time, you'll find Tyler hiking the local trails, skiing, or traveling to new places. |
Anissa Warner
I joined Western States Land Services in 2023. Before I joined Western States Land Services I studied at the University of Wyoming where I earned an undergraduate degree in Human Resource Management and a Masters degree in Business Administration. I truly love interacting with people, and I am fueled by the daily opportunities to treat each project and relationship with respect and integrity. I am always ready for a challenge and to learn something new.
In my free time, you can find me with a good book and a cup of tea. My goal every year is to read at least one book each month. If I'm not reading, I am enjoying my time with my husband, Austin, and our three dogs somewhere outdoors. |
