OUR TEAM

John Doty

I began my career with Western States right out of college in the spring of 2005. My very first exposure to right of way was working on a large scale urban renewal project that required over 40 acquisitions and more than 30 commercial and residential relocations. I learned a lot about the industry in that first year and enjoyed being a part of important projects that benefit the community but what really got me hooked was the connection made with landowners and displacees. Being able to help people through a process that most know nothing about has been very rewarding.

Having worked with many different clients on a wide variety of projects over the years I have learned that it’s very important to develop proven strategies and processes while maintaining flexibility. My professional goal is to combine my knowledge, experience and passion for right of way to continue providing the highest level of service to our clients for as long as I can.

I also make it a point to dedicate more than just my spare time to my family. My wife Jessica and my daughter Avery are my top priority and we take every opportunity we can to create memories together. When we aren’t involved in sports or fishing at the local lake you can usually find us exploring a mountain town.

Mitch Hauff

Mitch Hauff joined Western States Land Services in 2014 while finishing his senior year at Colorado State University. Mitch was able to obtain a Bachelor of Science in Business Administration with coursework in Corporate and Investment Finance and an Economics Minor. Mitch was added to CDOT’s pre-qualified acquisition professionals list in 2016. Mitch has completed 100s projects anywhere from roadway expansion and trail projects to utililty projects such as natural gas and electric distribution and transmission. Mitch has also completed several commercial relocation projects across the front range. Mitch is passionate about helping clients and landowners through the right of way process and finding innovative solutions. Mitch’s strength is being extremely responsive and believes communication is key in having a successful project. When Mitch is not working he enjoys being outdoors with his wife Brittany, daughter Bristol, and son Cameron.

Kerri Allison

Kerri Allison is a Land Acquisition Agent for Western States Land Services, LLC. She has over 10 years experience as an agent. Prior to becoming an agent Kerri spent 17 years in the title industry as a Real Estate Title Examiner and currently holds a title license in the state of Colorado. Kerri thrives on new challenges both professionally and personally. She aspires to build positive relationships to enable her clients’ successful growth. Kerri’s reliability and desire leads to positive optimism that makes every project successful. Kerri successfully completed projects such as;

Kerri is native to Fort Collins and in addition to her desire for her work, Kerri enjoys spending time with her family outdoors and traveling.

Val Kindgren

Val Kindgren joined Western States in 1992 and has been acquiring right of way for important projects throughout the state of Colorado ever since. As a Boulder resident, she manages most of our work throughout Boulder County and surrounding areas. Val has a zest for life and spends much of her free time traveling the world or participating in outdoor activities. She brings that same excitement and energy from her personal life to her clients and their projects.

MacKenzie Parry

As a third generation right of way agent, MacKenzie grew up learning about projects ranging from transportation to restoration in her Washington State hometown. Her grandfather taught her that the only non-negotiable in this business is to treat property owners with kindness and respect.
In 2015, she moved to San Luis Obispo, California to get a degree in Developmental Psychology from Cal Poly. Her studies set the stage for her right of way career by building a foundation of compassionate communication, persistence, and relationship building. After school, MacKenzie moved to Fort Collins and fell in love with the vibrant community and endless sunshine. As an agent, she prides herself on being empathetic and responsive to property owners’ concerns and working tirelessly to exceed the expectations of her clients.
In her free time, you’ll find MacKenzie mountain biking or cross county skiing with her dog, reading, or making big meals to share with friends.

Justin Mazur

I'm a life-long resident of Colorado. Much of my family still lives here. I grew up on a ranch in southwest Loveland and became familiar with the many beautiful sights, sounds and wildlife of this state. I also went to school here at CSU and graduated in 2013 with a Bachelor's degree in Natural Resources Management and also attended grad school in Denver. I've worked as an acquisition agent for Western States for over 6 years which has included cartographic and GIS services for the company. Outside of work I enjoy jogging, traveling and fishing.

Tyler Vaughan

Tyler Vaughan joined the Western States team in Spring 2023 as an additional career to his residential brokerage business with eXp Realty. Tyler prides himself on developing successful working relationships with property owners and clients alike, through timely communication and creative problem solving. Tyler's real estate brokerage experience helps him excel in building rapport with property owners to achieve the particular goals of any project.

Additionally, Tyler serves as a team leader in the U.S. Army Reserves with the 409th Vertical Construction Company, as a heavy equipment operator. His service includes a three year homeland defense, urban search and rescue mission. In his free time, you'll find Tyler hiking the local trails, skiing, or traveling to new places.

Anissa Warner

I joined Western States Land Services in 2023. Before I joined Western States Land Services I studied at the University of Wyoming where I earned an undergraduate degree in Human Resource Management and a Masters degree in Business Administration. I truly love interacting with people, and I am fueled by the daily opportunities to treat each project and relationship with respect and integrity. I am always ready for a challenge and to learn something new.

In my free time, you can find me with a good book and a cup of tea. My goal every year is to read at least one book each month. If I'm not reading, I am enjoying my time with my husband, Austin, and our three dogs somewhere outdoors.

Holly Allen

I joined Westen States Land Services in January of 2023. Before joining Western States Land Services I worked as a clinic manager for a private optometry office here in Colorado. My passion is hospitality and serving my friends, family, and community. I am a mother to 3 wonderful girls. When I am not working and/or on the go with my family, you can find me hunting, fishing, or in the mountains on a hike with my dog.

Amanda Hoops

Amanda Hoops joined Western States Land Services as a Right-of-Way Agent in Spring 2024. She earned her Bachelor's degree in Public Policy from William Jessup University in Rocklin, CA in 2012. In 2014, she and her family relocated to San Francisco where she spent 4 years in property management. After spending a year in the Adirondacks of upstate New York, Amanda, her husband Michael, and their two children finally settled in Loveland, CO in 2019. She began studying Residential Real Estate Appraisal in 2022, and has greatly enjoyed the transition to Right-of-Way work. In her free time, she enjoys visiting breweries, exploring new places, and travelling to visit family and friends.

Neill Breuklander

Neill joined Western States in January 2024 after more than 7 years working in real estate. Since transitioning to right of way he has primarily focused on utility projects but is also assisting on multiple transportation projects. His experience in real estate enabled him to take the lead on several siting and route analysis efforts early in his time with us. Neill, his wife and daughter moved to Colorado from Indiana and enjoys spending time hiking in the mountains.

Christian Kopec

Christian earned two years of landman experience before coming to Western States in 2024. The transition to the public sector has been seamless and he has excelled on our utility projects. His valuable title experience has become an asset to our team and helped expand our typical scope of services to our clients.

Ryan Davis

My path to this role hasn’t been a straight line, but each step has shaped who I am today. For over a decade, I worked as a licensed Foreman Electrician, leading projects, managing teams, and solving complex problems in the field. While I valued that work, I always felt drawn to the broader energy industry and the important role land professionals play in building the future of our communities. That led me to return to school, and I recently graduated from Colorado Mesa University with a Bachelor of Business Administration in Energy and Land Management.
What excites me most about being a Right of Way Agent is the chance to connect with people. I enjoy building trust with landowners, collaborating with stakeholders, and working on projects that bring real benefits to families, businesses, and communities. I take pride in approaching every task with integrity, attention to detail, and a strong work ethic.
I am a Colorado native which has inspired my interests outside of work. I enjoy riding dirt bikes, mountain bikes, golfing and enjoying the beautiful outdoors. These are the things that keep me grounded and remind me why the work we do in the energy industry matters.

Stephanie Braun

Stephanie has a background in agriculture having been raised on a farm in North Carolina. Together with her husband, Zach, she continues the farming lifestyle in Colorado while applying that knowledge to her new career as a right of way agent. She became an agent in 2024 and quickly found herself in the middle of several large-scale projects, balancing the values of growth and development while maintaining the respect for the land and the farmers.

Jessica Doty

Jessica manages our accounts receivable/payable and other in-house bookkeeping functions. A proud Texas native and Texas State University alum whose first experience with right of way was on the landowner side of a highway project impacting the family ranch. She is happy to call Colorado home now and enjoys being on the agency side of projects. Family is her top priority, she loves working with her husband John and spending as much time as possible with their daughter.

Daniel Cosgrove ("DJ")

DJ has over 25 years of experience excelling in the title industry. Much of that time was with Adams County as a Senior Title officer before transitioning to Xcel Energy in early 2023. He came over to Western States in the summer of 2024 and continues to focus primarily on title and research projects for Xcel Energy. He is an active member of the IRWA and received the ROW Professional of the Year Award in 2024.

Joanie Cotter

Prior to joining Western States, Joanie spent the previous 26 years working in all aspects of ROW. Her experience includes, due diligence, surface and mineral title search, survey, document preparation, acquisition, permitting, construction and reclamation. The majority of her experience has been in the oil & gas industry and renewable energy.

Jim Pino

Jim spent more than 15 years working with Xcel Energy in the vegetation management division. He worked closely with right of way to understand land rights, easement boundaries and manage landowner interactions. He made the transition from the powerlines of the San Luis Valley to right of way, joining Western States in 2023, and now manages most of our work in the southern part of the state.

Kara Weaver

Kara Weaver joined the Western States team in May with a strong background in sales and a passion for people. She graduated from West Virginia University in 2018 with a Bachelor’s degree in Marketing and a concentration in Professional Sales. Over the next eight years, Kara built her career in safety sales, where she developed a deep commitment to helping others and making sure everyone gets home safely at the end of the day.

At the end of 2022, Kara relocated to Denver, Colorado, and has fallen in love with the outdoor lifestyle the state is known for. Outside of work, she enjoys hiking 14ers, exploring the mountains with her dog Choco, finding new coffee shops, and practicing hot yoga.

William Redd

William’s previous career in real estate, some industry research and a little coercion lead him to right of way. He is currently focusing on utility work and finding ways to leverage his experience to innovate and improve some of our legacy operations.

Bryce Castelberg

Bryce hails from Missouri and moved to Colorado after spending a year with the Missouri Department of Transportation. He is currently working on utility projects and developing into a cross functional team member.

Adam Carpio

Adam joined our team after more than 8 years as a designer at Q3. His time as a designer required him to interact with right of way agents and eventually lead to the change in careers. The design background gives him a unique skill set as a right of way agent. He is currently focusing on title research to help support Xcel Energy agents on projects throughout the state.

Kali Jones

Kali transitioned to right of way after several years working with Xcel Energy in a permitting, project coordination and compliance capacity. She is a Grand Junction native and supports our work on the Western Slope.
